Grants Available for AM Support

Did you know, municipalities in Canada are eligible for grant funding to support asset management consulting work and training?

As of 2017, the Federation of Canadian Municipalities (FCM) and Infrastructure Canada launched a 5-year $50m fund to support municipalities advance their AM processes. The application is straightforward and covers most consulting and training related to AM for Canadian municipalities. More information on their program here.

At a Provincial level, additional funding is available that can often be doubled up with Federal grants.

Gap / Maturity Assessments
There are a number of self-assessment readiness scales and assessment tools out there that are a great place to start. For many organizations, having a more advanced assessment done by an external AM expert can provide an extra level of detail and direction.

Your AM Roadmap
It is very valuable to have a 3-5 year plan in place that lays out the different AM elements you want to progress to support your goals. All elements do not need to be progressed at the same time. We can help you design an AM Roadmap that is suitable for your organization.

Asset Management Plans

Asset Management Plans (AMPs) in the context of municipalities have evolved to become very useful planning and communication tools for communities. 

"An Asset Management Plan provides the current state of the infrastructure assets, the levels of service expected from them, planned actions to ensure the assets are providing the expected level of service, and financing strategies to implement the planned actions.” - AM Primer, CIRC

Furthermore, for many provinces in Canada they are becoming a required report for municipalities to access Provincial infrastructure funding.

Level of Service and Consultation

Service performance data is something that municipalities can find harder to collect and evaluate.

Infrastructure assets fundamentally exist to deliver value to our customers and communities. Customer Levels of Service (LOS) frameworks help us as an organization measure what the community is receiving, and how effective we are as an organization at delivering our services. The key is to differentiate between customer and technical levels, something which most municipalities do not do well.

Armed with this information, you can get into very exciting discussions with your community through Public Consultation about what they really want from their services, and more importantly understand what your community are willing to pay for.

Investment Planning and Prioritization

Deciding what projects to fund, and more importantly what not to fund, is not easy. But asset management can help you put a transparent and defensible process in place.

Investment Planning & Prioritization
It shouldn’t be a case of ‘who shouts the loudest’ in the organization as to what projects are funded. You should have a structured approach to prioritizing your projects and developing your capital investment plan. You should also manage the residual risk around what gets postponed or not funded.

Project Business Cases & Options Evaluation
Many organizations struggle with the step before investment planning and prioritization; identifying and scoping projects that need to be done, and deciding on the most suitable options. We can help you write business cases and conduct options evaluation using Triple Bottom Line (TBL) multi criteria decision making techniques and Net Present Cost (NPC / NPV) analysis.
