District of Summerland

Summerland is located in Western Canada, nestled beside the Okanagan lake in the South Okanagan. icInfrastructure has worked with the District of Summerland since 2019 to further the District’s asset management and service delivery efforts. This collaborative working relationship saw the icInfrastructure and District teams working closely together through several workshops to develop key strategic asset management elements.
The initial Asset Management Framework project helped focus the District’s work, aligning with industry best practice and the strategic direction of the organization:


Providing hands-on support to the District to deliver AM awareness training, conduct an AM Gap Assessment, and develop their AM Policy, Strategy, Governance, and 5-year AM Roadmap.
The AM Policy was signed-off unanimously by council and focuses on responsible decision-making and the long-term sustainability of the District, resiliency and climate change.
The AM Strategy is a core competent of the District’s AM System, and describes the key practices, processes, tools, and documents that staff will use to implement the AM Policy and ensure adherence to its principles across the organization. The strategy can drive real and tangible improvements in evidence-based decision-making and will enable more reliable financial forecasting and planning.
The combined AM Strategy and Roadmap was developed to be appropriate for the District – aligning with their organizational objectives and council priorities – being mindful of the resources that a small community has available.

The icInfrastructure team have been instrumental in enabling us to take enormous steps forward in a short time frame on our infrastructure planning and asset management journey. Their team provided asset management awareness training for a group of District staff and our council and facilitated a gap assessment to help us identify short-medium-long term goals in line with industry best practice.
We worked together to develop our Asset Management Policy which was unanimously approved by council, and our robust AM Strategy and Roadmap has laid the foundations for us to continue to move forward on. We are very grateful to have the icInfrastructure team working with our community and appreciate their dedication to personalizing complex documents to our unique community circumstances.

icInfrastructure were retained by the District following the successful completion of this project and in line with the newly developed 5-year AM Roadmap the team is working to improve the District’s project business case, project prioritization and capital budgeting process.
